On the move - Keegan to keep Treasury on its toes

Mary Keegan is leaving the Accounting Standards Board to serve as HM Treasury's managing director, financial management, reporting and audit. She will also act as the Treasury's FD in the new role. Gus O'Donnell, permanent secretary to the Treasury, said: "We have recruited one of the most talented, influential and experienced people in UK finance to drive forward financial management and reporting in government." Keegan takes over from Sir Andrew Likierman in July.

Former Boosey & Hawkes group finance director John Christmas has joined Avesco as FD, replacing interim finance director Kevin Allen. Christmas has held senior financial roles at MediaKey and Video Arts.

Tim Madigan, finance director of Norwich Union International, Dublin, has joined the board of directors at Norwich Union Investment following Dara Fitzgerald’s resignation. Madigan managed the startup project for finance, actuarial, investment, treasury and legal and compliance functions that were launched by Norwich Union in 2000.

Brown & Jackson has appointed Gary Brown, the finance director of its subsidiary Poundstretcher, as group finance director. Previous group finance director Hennie Roelofse will remain as Brown & Jackson’s company secretary.

Pearson finance director Rona Fairhead has taken up a non-executive role at HSBC. Fairhead has also held senior executive positions at ICI, Bombardier Aerospace Services and Short Brothers. HSBC was unable to confirm her non-executive role.

Thames Water group FD Chris Bunker has joined Travis Perkins as a non-executive director. Bunker will serve as chairman of Travis Perkins’ audit committee.

David Timmins has joined Genus as group finance director. Timmins was previously group FD of Robotic Technology Systems, which has in turn appointed John Kitson as temporary finance director. Kitson served as finance director of CPP Group between 2000 and 2003, and was the FD at Booker for six years.

Stephen Puckett, group finance director of Michael Page International, has been appointed as non-executive director of SHL Group. Puckett will serve on SHL’s remuneration committee and become chairman of the audit committee.

Baggeridge Brick has appointed Ian Fleming as a non-executive director. Fleming has served as group finance director of Chesterton International, and has also held the FD role at Wimpey Homes Worldwide and Redland Bricks Holdings.

David Chapman is the new finance director of jewellery manufacturer and distributor Abbeycrest. Chapman joined the group two years ago and is currently FD of subsidiary G&A.

Terry Jones will retire as finance director of engineering group Metalrax in May after 31 years of service. Darren Farrimond takes over as finance director.

Richard Wyatt has been appointed director of finance at law firm Tollers. Wyatt spent 20 years advising small and medium enterprises before taking a two-year secondment with the Department of Trade and Industry’s small business service.

Steve Hill has been appointed the first finance director of restaurant chain Wagamama as it prepares for a possible AIM flotation. Hill has also served as finance director for PizzaExpress and Madisons. Wagamama commercial director Paul O’Farrell was previously responsible for the finance function.

Retail group Courts has undergone a board reshuffle, including Stuart Miller’s appointment as FD in place of Malcolm Samuels. Miller has served as group FD of Whatman and as chief financial officer of Enodis. Chairman Robert Shrager becomes an executive director responsible for the company’s refinancing initiatives. Shrager has served as corporate finance director at both Dixons Group and Morgan Grenfell.

Retail Decisions, supplier of card fraud prevention services, has named Richard Amos as finance director. Amos takes over from Kevin Hayes, who has served as interim finance director for the past three months. Amos previously worked at IT solutions provider Vega Group.

The John David Group, owner of JD Sports, has appointed former finance director Peter Cowgill as executive chairman. Cowgill served in the senior finance role between 1996 and 2001 before starting up accounting and financial services firm Cowgill Associates.

Numerica group finance director Peter Jenkins has taken over from Tony Sarin as chief executive. Sarin will continue at the AIM-listed business services group as a non-executive director. Group financial controller Adrian Colman takes over as group finance director.

AeroBox has appointed Richard Scott as finance director. Scott was previously group finance director at Fiege Merlin (Holdings) and Magnus Holdings.

David Mulligan has been appointed finance director of Morgan Sindall. Mulligan has been group financial controller at Morgan Sindall since 1997. Finance director John Bishop will remain on the company’s board as corporate development director.

Standard Chartered Bank has appointed Jamie Dundas as non-executive director. Dundas is former finance director of the Hong Kong Airport Authority.

Helen Weir is the new group finance director at Lloyds TSB, a role that was vacated by Philip Hampton in January 2004 amid speculation of a boardroom rift.

Weir joins from Kingfisher, where she has served as group finance director since 2000. This latest role is Weir’s third senior financial appointment.

Now one of the few finance directors in the FTSE-100 who isn’t an accountant, she joined B&Q in 1995 after serving at management consultancy McKinsey & Co. She was named finance director at the DIY retailer in 1997, then stepped up to become Kingfisher’s finance director three years later.

Lloyds TSB group chief executive Eric Daniels said: “Helen has tremendous personal and professional strengths, with an excellent track record as a highly effective finance director.”
